Scapegoat was the first Decepticon created after the end of the War for Earth. He was sent with five other scouts to scout out Cybertron's defenses. They arrived, and managed to collect enough data for an assault, but they were found by a Terrorcon Patrol.
The short battle that followed resulted in the deaths of three of the scouts and one Terrorcon. Scapegoat and the other scout returned to Earth along with the other scout.
They reported to Megatron and told him what they knew. Megatron immediately ordered an assault on Cybertron.
